Edit the file /etc/lightdm/unity-greeter.conf
Replace the image path in keyword background= with the exact path of the new background image.
e.g.
#background=/usr/share/backgrounds/warty-final-ubuntu.png background=/home/panda/Pictures/green-bamboo.jpg
